[XviD-devel] [BUG] BFrame encoder doesn't force intra for 1st frame

While  testing the  vbr lib,  i noticed  all my  first pass  logs were
beginning  with a  pframe (i  had no  bframes enabled,  bframes_num ==
0). That was weird because this is simply not logical to have a pframe
for the 1st frame.

Then i  switch back to  the old encoder  using bframes==-1, and  i got
Iframes just  like expected. Something's  wrong in the  bframe encoder
function that does not force an IFrame. Have a look please.
