[XviD-devel] Quick fix for time-code

Hi,

I fixed the time_code problem for B-frames. Please update encoder.c and
encoder.h and reencode the sequences that had "bad blocks" problems.

The fix is again not beautiful. In particular, it uses a new
sync-variable and no clips are supported where more than 1 seconds passes
between two P-frames. 

That's not a likely situation for us, but it's part of the 
standard and we should support it for very low fps applications.
