I'm strictly against adding non-compliant features. Apparently many people
already play their xvid clips with different decoders than xvid while at the
same time most people don't have a clue what the different encoding options
really mean - this situation is already a problem today and would be an even
bigger one in the future if we would add non-compliant features.

Also I don't see any need to implement non-compliant algorithms: The
benefits of a per-frame qpel decision over a per GOP decision in 2pass
encoding (as pete proposed) are minimal in my opinion and it's simply not
worth it to therefore leave the standard.
