Description of the bug :

Most of the time it seems that the last MB isn't either properly
recorded in the first pass or properly decoded in the second pass. The
net result is that this last MB is badly corrupted in the second
pass. It clearly shows up in the sample above.

If I don't use hinted ME, everything goes right and the resulting .avi
is perfect.
