most people who use hinted ME realise that it 
leads to decreased quality (it always did, up until 
the improvements in dev-api-3), it's a tradeoff just 
like the "lower precision" motion estimation 
modes.

but yes HINTINFO should be removed from the 
api, it was only for raw hints (debugging), is 
mostly useless and requires that VECTOR is 
defined in xvid.h.
