Tell me how i can cut the 5000 (or less the bugs appear as soon as the
6th  second) first  frames from  the vob  file (unencrypted  dvd) with
transcode and i put the resulting file on the web.

Or i can encode  a high XviD (IP only) quality sequence  and put it on
the web.

Just tell which one you prefer.
