all that comes to mind:

- variable for TOOSMALL_LIMIT (why not?)
- variable for i-frame insertion threshold
- variables for all those fairly important int's that are #define'ed through the code tree

if not, is our intention to leave such variables forever as compile time options?  i'm sure some people would appreciate the flexibility (just look at LAME).
