The current method of detecting SKIP for P-VOPs and intermediate B-VOPs is
not the final answer to this problem. We had to come up with a quick way
to ship around the SKIP-problem. 
Since now S-VOPs are possible, we have new possibilities and this part 
will surely be rewritten (one day).
