over at Doom9 some interesting tests were made:

The problem is that dark areas look bad (kinda dirty) when played back 
to TV. This seems to be prevented by setting the luma offset to -2, 
which darkens the movie a little, but in the end (even with luma 
masking!) looks close to perfect on TV. (maybe some more tests with 
different movies should be made, but Iago tested it on 2 different 
movies already and this small offset seems to be enough).

I think it wouldn't be too hard to code that into XviD itself, with a 
flag called "XVID_TVOUT" or something similar this could be activated.
