[XviD-devel] quantizers table for postprocessing

personnaly, i've hacked Nic's PP in xvidcore, and it works quite good.
(i'm making a vp3/xvid match with a friend, and because vp3 use core PP,
i've decided to do the same. hehe.)

to make postprocessed B-frames screenshots with VDub, it's the must :)
