It sure is a bug. I tested it myself, then tested some more. The
conclusion is: there is something very very wrong with motion search
when inter4v mode is not allowed. As a result, motion precision modes
below 5, as well as lumimasking, just don't work. Both normal search
as well as hinted search are affected.
Now, I wonder if P/B/I decisoon, which is also a motion search without
inter4v, is also wrong...

I'll do my best to find and squash the bug ;) It must be something
very simple - I remember doing PSNR checks of motion precison 4 and it
*did* work then - if it didn't, I'd have very very low psnr.

Come to think of it, backward/forward search in B frames is also
similar motion search without inter4v.... they were all copied from
the same code, it might also be affected... Damn.

Don't expect me to work very fast now, "13th Warrior" is on TV and I
haven't seen it yet ;-P
