[XviD-devel] Fullpel-only?

Has anyone every come accross anyone _not_ using Halfpel? I once thought
Fullpel-only was an alternative for really slow computers but honestly,
it's not. It simply s*cks.

I would suggest we remove all the checks for HALFPEL_XXX and simply 
constantly enable it. We would win back a couple of flags, and wouldn't
have to check for HALFPEL all the time in the source.
