My interpretation ... GMC is a roundabout fix for a bad definition of the
skip mode, and a poor one at that.

You can forego GMC completely with a good mode ... the slight loss of not
being able to code more than translational motion with all skip blocks for
the background is more than made up by being able to use skip in uniform
motion regions outside of the background.
