[XviD-devel] portab.h for Philips Trimedia

Hi:

	I'm use the Philips's Trimedia SDE 2.1 to compile Xvid, the make I 
use the cygwin's MAKE. I use follow command line(in cygwin's bash shell):
    CC=tmcc ./configure
    make

	btw: only static lib can be make, dynamic not.
