enums. i think we should enumerate as much as possible (api,bitstream
stuff), because they make the code more readable and maybe prevent
silly type'd mistakes.
note: the new ap will define XVID_TYPE_xxx for to permit forcing frame
vop type (0=auto,1=ivop,2=pvop..). however, internally xvid will use
the above bitstream-indexed defines.
