[XviD-devel] dev-api-4 this weekend

hi.

now that dev-api-3 is back into the CVS_HEAD, i plan to fork dev-api-4 
this weekend, and commit some major changes. 

here's my plan:
1. tag&branch xvidcore into "dev-api-4"

2. commit my new api to dev-api-4

3. add&commit three subdirectories (vfw, dshow and rawdec) into the
xvidcore "dev-api-4". these will be similar to the existing vfw & dshow
project, but will support the new api. rawdec is one of my personal
debug tools, and is not unlike the examples/xvid_decraw.

4. perform extensive testing

5. intergrate ed's rate control framework.

6. perform futher testing

dev-api-4 is intended for api/ratecontrol stuff only. i hope to stablize
the branch quickly (two months max) and merged back into CVS_HEAD.
