Some people have added noise to prevent blocking, look around the Doom9 boards,
a possible theoretical justification for doing so can be found at

Personally I find the whole thing icky though ... Id rather see the approach
from

Or possibly the approach from"Spatial shaping: a fully compatible improvement of
DCT coding" which it references. But I cant get a hold of that paper online
(well I  could, but it would cost me a couple of euros :).
