Is there really any doubt? :) Looking through my PDF collection I see Dirk
Farin compared thresholding with/without level modification.

This last one shows using optimal global thresholds for coefficients
performs very close to optimal local thresholding for image coding (is not
necessarily true for non intra frames of course, would be nice if it were
though).
