dan presented a simular re-encoding idea awhile ago, but didnt explicity
apply it to 2pass, and i get no use outside quality/psnr based encoding,
and never implemented it.

what u have described here is a quite elegant solution to reducing
under/over flow. it will be somewhat awkward to to implement, as bframes
add complexity, and our plugin system presently has no way to instruct a
reencode.
