[XviD-devel] Testing material before encoding

Hi,

I know that there is something like "compressability"(?) in some
GUIs. 
Is there any program in the Windows world that checks a few frames of
material with different settings and sets best parameters
(qpel/bframes/inter4v) accordingly? 

If not, why not? 
Some things should be easy to find out and I believe many characteristics
of a video (sharp/blurry/noisy/blocky/anime) don't change too much during
between scenes.
