[XviD-devel] [FIXED] dev-api-4 frame padding

Well,  the  standard is  really  boring ...  but  i  tested all  padding
combinations with liavcodec which is very respectful of the standard :-)

So the result is:
 - All vop types have to be BitstreamPadAlways, not only for divx5
   compatibility when reference frames are followed by BVOPS

The fix is commited, but i left  a XXX: comment to indicate i'm not sure
of the exact  padding. hmmm it makes me notice i  forgot to XXX: comment
the BFrame padding.
