OK, I commited them, it's mostly cleanups and minor bugfixes so it
matches dev-api-3 perfectly. I'll port it to dev-api-4 soon and will
add R-D in dev-api-4. OK?

PS @ gruel: you missed one single C99-thingy in trellis quant:
          mbtransquant.c line 1053, it's "Run_Costs[-1] = 2<<16;"
