Ok i'm now statified with the C framework, it's doing better than old
code, and is thread/instance safe.

Old code was doing 39.11dB with same options. Not a big gain, but still
nice.

I'm now working on the ASM part, which should be mostly a cut/paste
operation. Then i'll have to make sure the quant_context_t is aligned
for SIMD access and that's all.
