[XviD-devel] about rate control

I have looked through the encoder of xvid, but I found
the rate control is very poor. This algrithm is so
simple that it won't be able to produce the accurate
bitrate. Therefore, I think maybe we should utilize
the rate control of TMN10 or quadratic.
