    As far as I know, this document is copyrighted so you probably won't 
find it on anyone's site.  You can purchase it from ISO.org though.  I 
believe MPEG-4 is ISO-14496.

    You might also check the Heinrich-Hertz Institute web site's MPEG 
section, but it appears to be down right now.
