no.
Scalability is not a feature of MPEG-4 Visual "Simple Profile" or 
"Advanced Simple Profile" and those are the ones implemented by XviD. 

There is kind of support for activating reduced resolution frames, but
since that isn't part of the profiles, it might be non working, break your
monitor, burn down your house and also it's well possible that it's going
to be removed from future versions.
