[XviD-devel] does xvid have fine granularity scalability?

No, it's not. The XviD encoder only supports MPEG-4 SP and ASP features
(formerly also ARTS).

Hm, unfortunately I'm not aware of a free MPEG-4 codec supporting FGS.
This however does not necessarily mean that no such codec would exist. 
Probably someone else here knows more than me?
