Hello,

Found 1h to sync my branch with CVS and apply two patches sent to me.

As a bonus, i generated the ChangeLog again, so i post here a summary of
the last changes.

I see that fixes to VBV are still pending, pete ?

       obviously taken from h.264, which uses a logarithmic quantizer
       scale. This lead to bad results at very low bit-rates. With this
       patch, compression efficiency at low bit-rates is greatly improved.
