[XviD-devel] Bitstream bug

I am sorry, nothing was wrong in global.h. My patch just add a initbuf
member in Bitstream structure to restore the buf member when
BitstreamReset() is called. But this can be done without introducing such a
new member in Bitstream like the current CVS implementaion made by Skal.
It's my mistake.
