mplayer foreman_qcif.yuv -demuxer rawvideo -rawvideo qcif

Probably something like:
mplayer foreman_qcif.m4v -demuxer rawvideo

will work, though that's untested.

These questions about MPlayer usage aren't really suited to this  
mailing list.

xvid_encraw is intended as a very basic testing tool that takes raw  
input and outputs a raw MPEG-4 stream.

What are you actually trying to achieve through using xvid_encraw?
