Really???? How can you tell? Your app is running at 36
fps, while Windows Media should run at 23-30; there's
no way you can see that. Try making a specific video
with, say, 50fps rate to test.
There's no visible way to tell (except using such
special video) that WMP is faster than your app.
Pherhaps you're being deceived by monitor's refresh
rate. Check that WMP and your app are running at the
same Hz. Don't forget to turn Vsync on. (Actually
vsync usually makes games slower, but for video
playback it may make feel smoother if the PC is good
enough)

Well, I admit that's a pretty big fps drop.
However... 300 seems very low to me if you're not
drawing anything. I get ~450 fps on my Sempron 2200
256 RAM @ 166Mhz GeForce 6200 AGP 8x 256 MB

Another thought:
Ask other xvid members about the best colour space
conversion for XviD. I think it YUV but not sure. But
take in mind RGBA is optimal for D3D & OGL.
Try using the XVID_CSP_NULL flag to see if it shows
big speed ups.
