[XviD-devel] Ask xvid 1.1.2 single pass about target bitrate

As rob mentioned its probably the length of clip

You can artificially lengthen the clip by concatenating it with itself
and see if a longer clip can hit the bitrate.

copy /b clip + clip + clip newclip

if you create a few minutes worth then you may see better results.
