Dissclaimer,

After more research, I found out that those ISO specs
are available through purchase at the ISO website
(www.iso.org &
http://www.iso.org/iso/iso_catalogue/catalogue_tc/catalogue_detail.htm?csnumber=39259)
Never was my intention to harm ISO in any form. I just
wanted to provide help.
If you want to see the specs, purchase them or don't
see them.
It is preffered though, as an MPEG-4 begginer, to
refer to wikipedia, which is a good reference to
start.
http://en.wikipedia.org/wiki/MPEG-4_Part_2
http://en.wikipedia.org/wiki/B_pictures
http://en.wikipedia.org/wiki/Motion_compensation

I apologize and will be more carefull in the future.
Although, I just provided the first link that Google
throws when searching for "ISO 14496-2"

As for your initial question, they are used for speed
optimization (again!) since XviD defines them for (I
believe 16x16) macroblocks and avoid the computation
each time the parameters are needed.

Hope this helps
