I think this is becoming less of an issue. Some of the higher end ARM
processors are performing at a decent level.

I did some ARM optimisations to the xvid codec a while ago (for demo
purposes) and this made a massive improvement to decode. I'm pretty sure
that adding ARM Neon code would also make a big impact.

But, if you are after something that is available now, FFMPEG is your
best bet, as ARM optimisations have existed for a long while.

xvidcore is mainly designed for PC (so for machines with rather high
memory
throughput and processing power). The xvidcore algorithms are not really
suited for embedded processors (e.g. the frame-based subpel
interpolation,
frame-based edge padding, bidirectional motion compensation, etc.).
Because
of this, it is not planned to add asm code for embedded processors.
