It is more complicated then that. The profiles are broken up into
levels, and it is the levels which constrain the pixel dimensions,
bit rate and other parameters. e.g. ASP Level 5 supports 480/576p
content.

Easy way to confirm this, is trying an alternative MPEG-4 decoder (e.g. FFmpeg).

Failing all of this, contact the vendor, and get them to nominate a decoder
and camera settings that are known to work.
