[XviD-devel] Qpel rounding

sorry to mention this so late.  there was a post on 
doom9's forum regarding a change in qpel 
behaviour from the spec, because the standard 
software and spec weren't in agreement.  or 
some such.

regardless, if we work with msfdam then all 
seems well.
