Why shouldn't it? 
It would be stupid to repeat full VOL header including configuration data
like QPel etc, if the data cannot be changed. It cannot be changed between
one VOP and the next, so the VOP header doesn't contain the data. But VOL
does... 

I would bet the reference decoders support it, right?
