    Summary:
      Added final bits of Aspect Ratio flag.
    Revision:
      xvidcore--devapi4--1.0--patch-34
 
    Peter did think of the AR flag since the very beginning of devapi4.
    He just forgot to code the final bits to effectively write it to
    the bitstream. This patch adds these missing final bits so XviD now
    reads and writes AR flags.
