[XviD-devel] Requantizing XviD video

Hello,

oops, under "we did" I did not mean xvid team or any other opensource initiative. Sorry, my mistake.

As a matter of fact this tool was part of some commercial project related to 3GPP. As usual (in such case) I can't share anything including implementation details.
