[XviD-devel] Encoding using quantizer vs bitrate

Look at:

LRESULT compress_begin(CODEC * codec, BITMAPINFO * lpbiInput, BITMAPINFO * lpbiOutput)

There it shows how to set the quantizer. (XVID_ENC_PARAM param)
